To get the right tenderness and flavor of the Latin American version of this pulled beef, simply follow these steps:

  1. Rub the skirt steak with mustard and grated pepper.
  2. Dry marinate for 10-15 minutes.
  3. Put them in the pot of a pressure cooker.
  4. Add the carrots, onions, and sliced tomatoes.
  5. Add cilantro.
  6. Add 1/4 cup of water to steam.
